20. Allowances

20.1 General

  1. Temporary teachers may be entitled to certain allowances. Information on allowances and how these are processed is set out below.
  2. Temporary teachers will receive a pro rata payment of the annual allowances applicable to permanent teachers. The calculation of the pro rata allowance will be based on the expected length of the temporary engagement and the number of days worked per week in the engagement.

20.2 Work Related Allowances

  1. Information on permanent teacher allowances can be found at clause 4 and Schedule 2 of the Crown Employees (Teachers in Schools and TAFE and Related Employees) Salaries and Conditions Award. Clause 4 and Schedule 2 of the Award are included at Attachment 3.
  2. The allowances that temporary teachers may be entitled to are set out below.
  3. In lieu of evening work, weekend work, travel time (where applicable) and all additional duties and responsibilities involved, allowances are payable to:

  • Temporary teachers of classes of students with disabilities
  • Trained temporary teachers working in demonstration schools
  • Home school liaison officers
  • Aboriginal student liaison officers
  • Teachers in charge
  • Year advisers
  • Supervisors of female students.
    d) In residential agricultural high schools to:

    • Temporary teachers rostered for out of hours student supervision consistent with the roster for permanent teachers;
    • Temporary teachers undertaking the duties of a teacher appointed to be in charge of residential supervision.
    e) Allowance payable for demonstration lessons taken.

    20.3 Application for Work Related Allowances

    a) The following allowances may be claimed for on the Temporary Teacher Notice of Engagement. The codes corresponding to the allowance should be entered on the Notice.

    b) Claims for payment of the allowance for authorised demonstration lessons given to student teachers on behalf of a University should be forwarded directly to the relevant University.

    20.4 Locality Allowances

    These notes should be read in conjunction with Schedule 3, Locality Allowances, of the Crown Employees (Teachers in Schools and TAFE and Related Employees) Salaries and Conditions Award. A copy of Schedule 3 can be found at Attachment 3.

    Climatic Disability

    1. Temporary teachers engaged in schools in the Western Division of New South Wales as defined in the award are paid a climatic allowance for extreme summer temperatures.
    2. A cold climate allowance is paid to temporary teachers engaged in schools within a zone of New South Wales as defined in the award.
    3. The Directory of Government Schools in New South Wales lists the schools that qualify for payment of the hot and cold climatic disability allowance.

    Broken Hill Disability Allowance

    Temporary teachers engaged in schools in Broken Hill are paid a disability allowance in addition to the hot climate allowance.

    Isolation from Socio-economic Goods and Services

    1. A socio-economic allowance is paid to temporary teachers engaged in schools which are situated in areas of the State that do not have immediate access to various goods and services.
    2. Dependent on the extent of isolation, schools are listed in ten groupings under Appendix A of Schedule 3 of the award.

    Motor Vehicle Allowance

    Temporary teachers engaged in schools in groups 1 to 6 of Appendix A of Schedule 3 of the award are paid a motor vehicle allowance, irrespective of whether or not they own a motor vehicle.

    Payment of Allowances According to Marital Status

    1. The award sets down certain provisions in connection with the payment of locality allowances.
    2. The allowance varies according to the number of dependents a temporary teacher has. It also varies according to whether the temporary teacher is single or living with a partner or spouse who may or may not be a teacher.

    Vacation Travel Expense Allowance

    a) Under the terms of Schedule 3 of the award, when proceeding on vacation leave during a temporary engagement or in the case of a full year engagement, at the end of the engagement, temporary teachers may be entitled to the payment of certain travel expenses. Temporary teachers' eligibility for vacation travel expense will be considered on a case by case basis.

    b) Eligibility and frequency of payment, in any calendar year, is based on the school in which the temporary teacher is engaged as follows:

    1. schools in groups 1 and 2 are eligible for three return vacation journeys;
    2. schools in groups 3 to 6 are eligible for two return vacation journeys; or
    3. the following schools are eligible for one return vacation journey:

      • schools in group 7; or
      • schools located more than 720 kilometres from Sydney by the nearest practicable route, other than a school referred to in (i) above; or
      • schools covered by Determination 21 made pursuant to s25 of the Teaching Services Act 1980,

    c) The provisions of b) above shall not apply to a temporary teacher with less than three years service as a temporary teacher who, at the date of their first temporary engagement, was resident in the relevant area.

    Reimbursement of Certain Expenses Related to Medical and Dental Treatment

    a) In respect of a temporary teacher engaged in a school under Appendix A of Schedule 3 of the award, provision is made for reimbursement of certain travel and accommodation costs which may be incurred in obtaining medical or dental treatment from a qualified practitioner.

    b) Temporary teachers on maternity leave are not eligible for the benefits of this section of Schedule 3 of the award.

    20.5 Application for Locality Allowances

    a) Application from temporary teachers for the following allowances should be made on the appropriate form and sent to Payroll Services for processing:

    • climatic disability;
    • Broken Hill disability;
    • isolation from socio-economic goods and services;
    • motor vehicle allowance.

    b) Detail on marital status and number of dependents must be listed on the Teachers' Locality Allowances form which is available from the school.

    1. A new form must be submitted should a change in personal circumstances occur which would alter locality allowance entitlements.
    2. Application for the following allowances should also be made to Payroll Services:

    • vacation travel expenses;
    • reimbursement of certain expenses related to medical and dental treatment.

    1. Vacation travel expenses claims should be made using the appropriate form.
    2. All claims for reimbursement of medical and dental treatment must be in writing and be substantiated by evidence of the expenses having been incurred.
