2. Salaries and Incremental Progression

Salaries for Temporary Classroom Teachers

  • The maximum salary step available to temporary classroom teachers is to be increased gradually over the period 2001 - 2005 by which time temporary teachers will ultimately be able to access the full 13 step common incremental salary scale that applies to permanent teachers.
  • The phasing in will occur as follows:

    * Conditionally trained temporary teachers remain on the first step of the appropriate incremental scale for the first two years of service, before progressing to the appropriate maximum step by annual increments.

    2.2 Commencing Salary for Temporary Classroom Teachers

    1. Casual service of more than 203 days at the maximum casual daily rate of pay will be recognised when determining the appropriate incremental step for a temporary teacher on their first temporary engagement as follows:

    • Four and five year trained temporary teachers who have been in receipt of the equivalent salary at step 8 of the common incremental salary scale as a casual school teacher for more than 203 days shall, on engagement as a temporary teacher on or after day 1, term 1, 2001, be entitled to be paid the salary at step 9 of the common incremental salary scale.
    • Three year trained temporary teachers who have been in receipt of the equivalent salary at step 7 of the common incremental salary scale as a casual school teacher for more than 203 days shall, on engagement as a temporary teacher on or after day 1, term 1, 2001, be entitled to be paid the salary at step 8 of the common incremental salary scale.
    • Two year trained temporary teachers who have been in receipt of the equivalent salary at step 5 of the common incremental salary scale as a casual school teacher for more than 203 days shall, on engagement as a temporary teacher on or after day 1, term 1, 2001, be entitled to be paid the salary at step 6 of the common incremental salary scale.

    1. For temporary teachers who at the end of 2000 had accrued less than 203 days casual service, this casual service will be combined with any temporary teacher service undertaken in 2001 only, to enable the temporary teacher to satisfy the 203 day service requirement for incremental progression to the next salary step as a temporary teacher.
    2. Note: This does not prohibit a casual teacher, who at the end of 2000 had accrued less than 203 days casual service, from adding further casual service in 2001 or subsequent years, to enable the casual teacher to satisfy the 203 day casual service requirement for incremental progression as a casual teacher.

    3. If a permanent teacher resigns or retires and is subsequently engaged as a temporary teacher, previous permanent service will be recognised when determining the appropriate temporary teacher commencing salary, subject to the maximum temporary teacher salary steps as outlined in 2.1(b) above, applicable at the date of determining the temporary teacher's commencing salary level.

    2.3 Incremental Progression

    a) A temporary school teacher who has demonstrated by means of an annual review, continuing efficiency in teaching practice, satisfactory performance and professional growth shall be entitled to be maintained on the salary level for a PP6 or teacher in charge grade 1 promotions position or to progress to the next step of the common incremental salary scale subject to the completion of:

    • an engagement, full time, for a full school year; or
    • 203 days service as a temporary teacher, irrespective of breaks in that service.

    b) The 203 days service requirement includes days worked as a temporary teacher during school terms, paid leave and leave of absence without pay not exceeding five days. It does not include:

    • school vacation days; and
    • any leave of absence without pay exceeding five days; and
    • any time period during which a temporary teacher is not eligible to progress by reason of failure to satisfy any condition attaching to salary progression under the teachers' award; and
    • any time period necessary to give full effect to a reduction in salary imposed by the Director-General under the provisions of the Teaching Services Act 1980.

    c) Except as outlined in section 2.2 b) above, the 203 days must be exclusively temporary teacher service. For the purposes of incremental progression, temporary, casual and permanent employment are considered separately.

     

    2.4 Temporary PP6 and Teacher in Charge Grade One

    1. The first 20 days of a temporary PP6 and teacher in charge grade one engagement will be paid at the "qualifying period" rate applicable to the payment of higher duties allowances.
    2. Once the initial 20 days have been completed, temporary teachers filling PP6 and teacher in charge grade one positions are entitled to the full salary applicable to permanent PP6 and teacher in charge grade one positions, on a pro rata basis.

    2.5 Permanent Appointment

    Temporary and casual school teacher service will be combined for determination of salary on appointment to a permanent school teacher position.

    2.6 Public Holidays

    1. Public holidays in term time that occur during a temporary engagement are paid as days worked and count as service. Similarly, where a temporary teacher ceases their engagement on the day immediately prior to a public holiday the temporary teacher will be paid for the public holiday.
    2. Part time temporary teachers whose regular work day falls on a public holiday are not required to transfer duty to another day during the pay period.
    3. Public holidays do not count as a break in service.

    2.7 Salary Adjustments and Overpayment of Salary

    Provisions in respect of salary adjustments and overpayment of salary and the procedures that must be followed for temporary teachers, are set out in the Industrial Agreement of 1986, Recovery of Overpayments Procedures. Further information can be found in the Teachers Handbook.

    2.8 Teacher Employment Priority Scheme

    1. The Teacher Employment Priority Scheme (TEPS) provides benefits that assist temporary and casual teachers in gaining an offer of permanent employment as a teacher more quickly. Teachers must hold an 'active' or 'inactive' application for permanent employment with the Department.
    2. Depending on the schools in which the work is undertaken, for every 50 days of temporary and casual service in NSW government schools a teacher's employment priority date is advanced by 6, 12 or 18 months.
    3. Temporary and casual service is combined for the purposes of TEPS.
    4. Teachers will receive written advice of their new priority date for permanent employment each time 50 days of casual/temporary service is completed.
    5. Lists of schools in each of the three TEPS benefit categories are available from schools and district offices. Information can also be obtained from the "Casual Teaching Opportunities in Schools" link on the Department's website: www.det.nsw.edu.au.
