Letter to the Minister Re: Permanency for Temporary Teachers

The Federation sent the following letter to Carmel Tebbutt, Minister for Education and Training on 30th June.

Re: Appointment of Long Term Temporary TAFE Teachers and Related Employees,and Institute Managers

The Federation writes to seek your commitment to support the development of an instrument which may allow the permanent appointment of long term temporary TAFE Teachers and Related Employees and Institute Managers, who have been continuously employed for at least two years.

The Federation draws to your attention in the TAFE Temporary Teachers - Conditions of Employment Policy that it currently states: "Where it is proposed to extend a TAFE Temporary Teacher position beyond two years from the date of its creation, Institutes should consider whether there is a need to create a permanent TAFE teacher position (instead of extending the TAFE Temporary Teacher position)."

TAFE Temporary Teachers are appointed after a rigorous merit selection process. Significant numbers of TAFE Temporary Teachers are currently employed.

Although after two years a TAFE Temporary Teacher position may become permanent, the Temporary Teacher that has been recruited to that position would need to re-apply for the position if it was made permanent. This appears inefficient as the position holder would previously have been merit selected and there would be duplication of merit selection processes.

It would also appear to be unfair, as other classifications of TAFE employees such as long term temporary administrative and support staff may be able to access permanency under section 31 of the Pubic Sector Employment and Management Act.

The Federation is also concerned that in other classifications such as education officers there may be long term temporary employees.

The Federation believes that it is only equitable for Government to provide for Long Term Temporary TAFE Teachers and Related Employees, and Institute Managers, and seeks your timely support in this matter.
