TAFE national claim calls for significant funds

Significant funding increases for TAFE form the Australian Education Union's (AEU's) TAFE claim, launched at Ryde TAFE, in the marginal Federal seat of Bennelong, on August 31.

The claim seeks to address growth in recurrent funding; building, technology and systems improvements; support for teachers and students; and a Quality Improvement Fund.

The claim is over four years, with an increased funding commitment for systems growth of $350 million in 2008, $725 million in 2009, $1125 million in 2010 and $1550 million in 2011. This is based on nationally recognised research on predicted growth in enrolments, the economy's anticipated need for higher level qualifications, investment in retraining the existing workforce and strategies to engage those in society who are under- or un-employed.

The claim recognises the need for additional funding for research and innovation capacity building, and professional development programs particularly aimed at renewing the TAFE workforce.

In order for TAFE buildings, equipment and infrastructure to continue to meet industry standards, the AEU is proposing a collaborative national review relating to these requirements in 2008. In relation to student issues, including those identified by the Kell review, the AEU proposes a national summit to consider student services and support programs, and relief for fees and charges.

Separate funding is being identified for a Quality Improvement Fund, to address the key issues of unacceptably high levels of casual employment, workforce transition and renewal, and ongoing professional development. This fund requires a commitment of $120 million in 2008, $250 million in 2009, $395 million in 2010 and $555 million in 2011.

Overall our claim for 2008 is $470 million in increased investment in TAFE. This is being served on any federal government, and considering the return that TAFE brings to both the economy and society in general, a very modest claim that we expect to be funded.
