Fund ready to make an impact

The Public Education Fund has already collected about $900,000. Expenditure of money will begin in 2001.
The accumulation of sufficient monies to mount a large-scale media and advertising campaign to promote the profession and public education has been essential for the specific purpose of positively promoting and advertising the professional achievements of public schools and college teachers and the public education system.
The money raised will be expended in a manner determined by Federation Executive and consistent with the specific purpose of the fund. This expenditure will be documented in Education.
Executive has endorsed the following guidelines for expenditure.
1. Co-ordination of fund expenditure
Fund expenditure will be available for both central and local activities. Such activities must be consistent with Federation's Rule 2.5.4. Central and local fund expenditure will be co-ordinated with the following focus:
a) promoting and advertising of the current professional achievements of teachers in the public education system; and
b) promoting and advertising of the public education system which may include highlighting priorities requiring more resources from government.
2. Local expenditure
2.1 Up to 15 per cent of the fund per annum to be available for Association expenditure. Associations are to make a submission to the Public Education Fund Committee in accordance with the appropriate public guidelines and proforma.
2.2 Public Education Lobbies comprising parents, principals and teachers supported by their peak organisations may make submissions to the Public Education Fund Committee in accordance with the appropriate guidelines and proforma. Monies so granted to the Public Education Lobbies will be from within the amount available at 2.1.
2.3 The guidelines relating to local expenditure will be reviewed at the end of two years with a view, among other things, to determining whether schools, colleges and other workplaces should be able to make submissions for a grant from the fund.
3. Research
3.1 Up to two per cent of the fund per annum be available for academic research regarding public education.
Fund expenditure for central activities
4.1 Such expenditure may be made following recommendations of the Public Education Fund Management Committee to Executive. The Committee may consider requests/submissions from other organisations such as the Australian Education Union, parent organisations and principal organisations.
4.2 Such expenditure may also be made by Executive, Council or Conference. Where a decision to use the fund has been made by Executive or Council other than in accordance with 4.1, then the proposition will be put to the following Executive or Council, as appropriate, for final endorsement.
5. Administration
5.1 Costs of managing and administering the fund are to be paid for from the fund to the following extent:
5.1.1 Release and relief for Management Committee members
5.1.2 Associated costs of committee meetings
5.1.3 Printing and journal advertising for fund purposes
Other
6.1 The existence of the NSW Teachers Federation is vital to the promotion of the public education system and teachers. Accordingly, in the event that the Federation faces financial duress, a Special Council will be called in order to authorise the use of fund monies.
6.2 In the event of dissolution of the Federation under Federation Rule 16.2, any fund monies will be distributed in accordance with 16.2.
