Bedding down the new PTC conditionsby Phil Bradley Improved pay and working conditions were achieved for part time casual (PTC) teachers in TAFE when the Industrial Relations Commission varied the award on June 3. These improvements are outlined in the Department's Industrial Relations Circular 05/08 and were reported in the June 27 edition of Education. Since then, a new employment policy for temporary teachers was gazetted on July 20, new employment policies for PTC teachers and PTC counsellors were gazetted on August 3 and the new arrangements came into effect from the beginning of semester 2. New EC (Establishment Control) forms are also to be used. The new employment policies should be available on the Department's internet and intranet websites in the Employment Policies area. As the settlement is fully funded, any statement by a manager that hours will be cut because of the award variation should be reported to Federation as it may indicate a potential misuse of Treasury funds. Members should advise their Federation Organiser immediately, so the matter can be taken up with the Minister. It is also vital that members comply with the following from Industrial Relations Circular 05/08: "In the allocation of related duties it is important that Institutes are aware that part time casual teachers are to be treated no differently than full time teachers (except to acknowledge that part time casual teachers will have less related duties time)." Federation will continue to provide further advice about the new arrangements, but in the interim, head teachers should be supportive of part time casual teachers about related duties.
