Primary TLs: watch your entitlements

Federation is receiving an increasing number of calls from primary teacher-librarians who find they are being asked to undertake duties which they are not required to.

In pressing the log of claims, Federation has asked that the Department of Education and Training (DET) provide advice which would clarify these issues.

The two issues most commonly occurring relate to the provision of executive release and the allocation of library staffing entitlements elsewhere in the school.

The provision of executive release in primary schools is totally inadequate. This issue continues to be vigorously pursued by Federation, which continues to claim parity between primary and secondary schools. Teacher-librarians are not required to provide executive release.

Federation has been pursuing the issue of schools where library staffing entitlements are being used elsewhere in the school. This has occurred in large schools which receive an additional entitlement above one full time teacher-librarian. In other instances, there has been "banking" of that part of the staffing establishment so that casual relief can be employed. As well as undermining library provision, it potentially denies a teacher access to a temporary teaching position, with the employment rights prescribed by the award.

Such re-allocations of staffing contravenes DET's own staffing formula.
