Executive structure primary/primary departments, central schoolsThe reclassification from day 1, term 1, 2003 of executive teachers into assistant principals represents a further step in the achievement of a long term strategy to achieve "parity" in pay and release between primary and secondary executive positions. As a further step in that campaign Conference supports: i) equal pay for primary assistant principals (AP) and deputy principals (DP) with secondary head teachers and deputy principals. ii) a new model of release for primary executive on the basis of an additional 0.2 release from face-to-face teaching for assistant principals and an additional 0.5 release from face-to-face teaching for deputy principals. (This replaces the anachronistic and inadequate "non-teaching" rule that rarely applies to primary executive.) iii) the provision of additional release time for all primary schools on the basis of 0.1 release for each six full-time equivalent (FTE) staff or part thereof. iv) the alignment of salary and release for hospital schools, P6 with AP and P5 with DP at rates consistent with our new salary claim. v) the inclusion of an award based principal's allowance for P5 and P6 principals which recognises the responsibility and accountability of teaching principals. vi) that teacher-librarians in primary schools are not to provide relief from face-to-face (RFF) to classroom or executive teachers. vii) the development of a formula for executive release for special schools. 2002 Annual Conference decisions
