1 On May 13, 2003, Dr Refshauge stated that the Government's only argument in the Industrial Relations Commission would be "incapacity to pay".
2 Director-General Jan McClelland stated on May 12, 2003 in a memorandum to schools and TAFE colleges that the Minister's offer of three per cent per annum was based on "capacity to pay".
