Summary of Federation’s concerns
1. Federation's overriding concern is that the proposed reporting of mass test data against statewide averages and/or "like" schools will inevitably lead to media-constructed "league" tables.
2. There are more than 500 small schools in the state where students and staff may be identifiable individually or in small groups.
3. The protocols provide the school self evaluation committee (principal, parent, teacher) with the discretion to determine if and how test data would be reported. The State Government proposes to remove that discretion.
4. Private schools are not bound by the protocols. Some private schools will not report test data because they do not use BST, ELLA or SNAP.
5. No other employees have their attendance patterns published in the way proposed by the Federal Government.
