The State Council of the New South Wales Teachers Federation consisting of 300 delegates from around the state met on Saturday 22 October 2005 and considered a salaries offer from the Director General dated 21 October 2005.

Council decided unanimously to recommend the following to members at the Sky Channel meeting on 26 October 2005:

Recommendation to Sky Channel Meetings

This meeting of members accepts the salaries offer from the Director-General dated 21 October 2005. The offer is a result of negotiations between the Federation and the State Government/Department of Education and Training that took place from 29 July to 21 October 2005.

The offer:

  • is a fully funded, three year award with no "trade offs"
  • provides first payment from 1 January 2006, the day after the current award expires
  • has been achieved by negotiation
  • provides increases for top of the scale teachers of 4.5% from 1 January 2006, 4.5% from 1 January 2007 and 4% from 1 January 2008 ($75,352)
  • provides increases for teachers still on the incremental scale of 3% from 1 January 2006, 3% from 1 January 2007 and 3% from 1 January 2008 ($50,521)
  • provides 14 weeks maternity leave on full pay
  • provides 1 week paternity leave on full pay
  • provides access to pro-rata long service leave after 7 years
  • provides 4% per annum increases for all allowances
  • provides 4% per annum increases for all promotions positions including the consultancy
  • provides for restructuring of AP and PP6 to HT salary and DP primary and PP5 to DP high school salary from 1 July 2008
  • establishes joint reviews of principal classifications and school counsellor issues
  • commits our employer to collective bargaining
This meeting of members believes that the settlement provides certainty for teachers' salaries and conditions.

Members are required to attend the Sky Channel meeting.

The meetings will consider the settlement offer. It is not industrial action therefore minimal supervision has been authorised.

The HSC examinations will not be affected.
