Learning report fails on class sizes

Establishing target sizes for classes, and then averaging them out across school systems, ensures that some students will continue to thrive in small classes while others will struggle in large ones.

These targets would replace the negotiated pupil-teacher ratios.

What we'll get in the end is more official accounting that makes classes seem much smaller than parents know they are.
