OCAA members have asked if they have to be in a non school based teaching service (NSBTS) position for a set period of time prior to applying for a school based position. This question arises because there are some restrictions on teachers applying for merit selection if they have recently gained a school based position through merit selection (see the Department's school based selection procedures).
Staffing have confirmed that, as a general rule, there are no limitations on staff working in a NSBTS positions from applying for school based positions, provided they meet all eligibility requirements.
However, there may be some exceptional circumstances in which a binding Deed of Agreement stipulates that the staff member remain in a NSBTS position for a set period of time (e.g Reading Recovery Tutors).
It should be noted that officers will not be eligible to request consideration for appointment to a school based position that is one level above their previous substantive school based position unless they have successfully undertaken two successive merit appointments to a NSBTS position and occupied a NSBTS position or positions continuously for a period of at least six years, in line with 2.2.4 of the Procedures for NSBTS.
